| 内容記述 | This article aims to demonstrate that it is necessary and important to introduce a human rights perspective into nuclear disaster management. For that purpose, I will clarify the relationship between human rights and disaster management as well as the characteristics of human rights violations in the situations of disasters through a systematic review of published literature. In addition, I will be using the Fukushima nuclear power plants accident of 2011as an example to demonstrate the significant human rights challenges arising in the aftermath of nuclear disasters. Then I will point out that human rights monitoring systems and human rights guidelines are necessary for nuclear disaster management in Japan and indicate the essential points of human rights guidelines to protect persons affected by nuclear disasters. Finally, I will point out some future issues on nuclear disaster management and human rights in order to protect the persons affected by nuclear disasters. | |||||
