| 内容記述 | 1 「もう一つの経済」への問いかけと社会連帯経済運動 : 社会連帯経済に対する関心が、世界的な水準で高まりつつある(廣田, 2016)。環境破壊、社会的紐帯の崩壊、不平等の拡大など、今日の資本主義のもつ負の側面が深刻化するにつれて、「もう一つの経済」を作ろうとする社会連帯経済に向けた運動が広がりを見せている。社会連帯経済は、ラテン語系の諸国、すなわちスペイン(工藤, 2016)、フランス、ブラジル(鈴木, 2017)といった国を中心に展開しているが、なかでもフランスでは2014年に社会連帯経済関連法が成立したこともあり、活発な議論と実践が進められている。そこでは、政策的な支援も本格化しているほか、多くの研究者が関与し、理論的な考察も進みつつある。社会連帯経済は、全国レベルで政策展開しているが、基本的には近接性(proximité)に基づく経済である。その意味で産業構造の転換に伴い再編を余儀なくされつつある、これからの都市・地域経済を考える上でとりわけ示唆に富む試みである。本稿では、フランスの社会連帯経済の特徴を確認した上で、それがどのような仕組みを持つ経済であるのか、また現代資本主義においてどのような位置付けを得ようとしているのか、といったことについて、いくつかの最近の議論を手掛かりに検討していく。…… | |||||||||||

| 内容記述 | In this article, I first review the history of the social solidarity economy and then examine its legal systematic framework and conceptual understanding. Rapid progress, in both practical and theoretical terms, has been achieved in recent years for an increasing number of social solidarity economic initiatives. In particular, with the recent introduction of the concept of biens communs (common goods), the social solidarity economy has been characterised as the building of the commons through open debate in accessible public spaces. Proximity is emphasized in the social solidarity economy, and services de proximit (services of proximity) are fundamentally rooted in local communities. This attempt at an "alternative economy" offers important hints for the many urban and regional economies that are facing an uncertain future amid the current transformation of industrial structures. | |||||||||||
